Information letter

On December 3–4, 2026, the State Institution "I.S. Lupinovich Belarusian Agricultural Library" of the National Academy of Sciences of Belarus will hold the VII International Scientific Conference "Libraries in the Information Society: Preserving Traditions and Developing New Technologies."

CONFERENCE THEMES:

  • History, current state, and development prospects of the library and information sector.
  • Building collections in a changing market: traditional and electronic information resources.
  • Functioning of library collections, bibliography and access to library information resources.
  • Library and bibliographic services and information support: trends, forms, technologies.
  • Library users: characteristics, information needs, reading interests, and aspects of interaction.
  • The evolution from automation to AI: information technologies, software tools and services in modern library and information activities.
  • Information and resource infrastructure of the scientific and technical information system.
  • The library presence in the digital environment: web resources, virtual projects, social media activity, blogging, etc.
  • Corporate interaction and international co-operation in library activities.
  • Training of specialists and updating professional competencies in the library and information sector.
  • Scholarly and methodological interaction and professional communication in the library community.
  • Research activities of libraries: traditional areas and prospects for the development of book studies, bibliography, and library and information science.
  • Involvement of libraries in editorial and publishing activities: bibliography, metadata, own publications, etc.
  • The library as a subject of information, educational, and socio-cultural communications.

THE CONFERENCE WILL BRING TOGETHER:

heads and specialists of libraries, information and research institutions; scientists, early-career researchers, graduate students, and master's students; university faculty and staff of other educational institutions; representatives of publishing houses, producers, and distributors of information resources and services; all interested parties.

TERMS OF PARTICIPATION:

The full paper submission deadline is October 1, 2026. Please send your paper to the organizing committee by email:
The participants are required to complete online registration by October 15, 2026 on the library’s website: https://belal.by/ and confirm their consent to the processing of personal data.
Time limit for presentations (including discussion) at the plenary session is up to 25 minutes, at sectional sessions – up to 15 minutes.
The working languages of the conference are Belarusian, Russian, and English.
There is no registration fee for participation in the conference.
Travel, accommodation, and meals are at the expense of the participants or their sending organizations.

CONFERENCE PAPERS:

Submitted papers must be original, unpublished work of scientific or practical relevance and must correspond to the conference themes.
The paper, including the abstract, illustrations, appendices, tables, and references should not exceed six (6) pages (A4).The maximum number of papers per author is two.
The proceedings will be published on the platform of the Scientific Electronic Library eLIBRARY.RU and indexed in the Russian Science Citation Index (RSCI). Access to the materials will be provided at: http://elibrary.ru.
The papers should meet the following requirements:

  • prepared in Word, in Times New Roman (Times New Roman Cyrillic) regular font, size 14 pt;
  • line spacing: single line spacing;
  • justified alignment;
  • paragraph indentation: 1,25 mm (or 0.5 inch);
  • all margins: 20 mm;
  • schemes, diagrams, photographs, scanned screenshots, etc.: JPG format;
  • UDC index: left-aligned with no paragraph indent;
  • in Belarusian or Russian and English: the title of the paper (bold font); surnames and initials of the author(s); the name of the institution (organization) represented by the author(s), e-mail; all information should be centered;
  • in Belarusian or Russian and English: an abstract and keywords that reflect the content of the paper; the abstract should not exceed 850 characters, including spaces; the font style should be italic;
  • the list of references should be arranged in the order in which sources are cited in the paper, in accordance with the Higher Attestation Commission of the Republic of Belarus guidelines. In-text citations should be given in square brackets with page numbers, e.g.: [2, pp. 72–75];
  • a sample paper format is attached.

After the main text of the paper, the following information about the authors should be provided: full name; academic degree and title, if any; full name and address of the institution (organization) represented by the author(s); position; contact phone number; e-mail.

Papers that do not meet the above requirements, WILL NOT BE CONSIDERED.

The Organizing Committee reserves the right to include the submitted papers in the conference program and proceedings, or to reject them.

Белорусские научные журналы в глобальном ресурсе индексирования журналов открытого доступа DOAJ

         Аннотация. Доклад посвящен анализу белорусских электронных научных журналов открытого доступа, зарегистрированных в главном мировом агрегаторе журналов открытого доступа DOAJ. Рассмотрены технологии электронных журналов и их место в системе современных научных коммуникаций. Анализируются причины возникновения мирового кризиса подписки на научные журналы. Описано возникновение и развитие движения за открытый доступ к результатам научных исследований. Рассмотрен онлайновый ресурс журналов открытого доступа DOAJ, динамика изменения задач, решаемых им. Проанализирована коллекция белорусских открытых научных журналов, представленная в справочнике DOAJ.

Belarusian scientific journals in the Global Directory of Open Access Journals (DOAJ)

          Abstract. The report is dedicated to the analysis of Belarusian open-access electronic scholarly journals registered in the principal global aggregator of open-access journals, DOAJ. The technologies of electronic journals and their place in the system of modern scientific communications are examined. The reasons for the emergence of the global serials crisis are analyzed. The origin and development of the open access movement to scientific research results are described. The online resource of open access journals, DOAJ, is examined, along with the dynamics of changes in the tasks it addresses. The collection of Belarusian open access scholarly journals presented in the DOAJ directory is analyzed.

     Около трех столетий (до 1960-х гг.) большинство научных журналов в мире были некоммерческими. Однако в 1960–70-х гг. крупнейшие научные коммерческие издательства (такие, как Elsevier, Springer и др.) изменили технологии подписки на научные журналы, выкупая их у некоммерческих организаций, сильно повышая цены на подписку и предоставляя её только в рамках «пакетов», то есть теперь библиотеки не могли выбирать отдельные журналы, на которые хотели подписаться, а были вынуждены покупать подписку на все журналы, входящие в пакет [3]. При этом цены на подписки на научные журналы росли в несколько раз быстрее общей инфляции, так с 1984 по 2001 гг. в США цены подписки на научные журналы в области физики выросли на 615%, в то время как общая инфляция составила 70% [4].
